Activities of Phase 1 : Apr 2003 to Sep 2005
Target Areas : Banteay Mean Chey Province, Otdar Mean Chey Province and Siem Reap Province

Weapons Reduction and Development for Peace Project
JSAC conducted 1,551 workshops from Provincial level to village level in its target areas during Phase 1.
129,666 residents, officials from local authorities, police, military, and monks attended these workshops.

11,662 illegal weapons were voluntarily surrendered by civilians due to the increased level of awareness, understanding, confidence and cooperation which was achieved through these workshops.

In areas where it was acknowledged that all small arms were surrendered, JSAC provided assistance to support development and the consolidation of peace in the area.
JSAC repeatedly conducts workshops from top to grass-root level on the dangers of small arms, its illegality, and the benefits of a weapon-free society. JSAC Workshops
Surrender of Weapons
Weapons surrendered by residents. These weapons are securely stored by the police until they are destroyed at weapon destruction ceremonies.

11-km latelite road constructed by JSAC support, following community requests.
Road Constructed under WDP Project
School Constructed under WDP Project A primary school constructed in Banteay Srey District, Siem Reap Province. Toilets were also provided to improve sanitary conditions of the students.


Training for police officers was conducted in cooperation with JSAC, Ministry of Interior and a Cambodian NGO from Jun to Sep 2004.

The training was intended to raise the capacity of the police in maintaining security. Through the lectures, the officers increased their understanding on concepts such as human rights and on their duties and responsibilities as police officers. The Japanese "Koban (police post) system was also introduced.

Police Equipment Support JSAC handed over police support equipment to the Provincial Polices in Siem Reap, Otdar Mean Chey and Banteay Mean Chey Provinces in July 2005.

The equipment provided by JSAC are intended to increase the mobility and capacity of the police in their daily duties and investigation activities. These include motorbikes, bicyles, radio tranceivers and recording equipment

Weapons Destruction Project

On Sep 26, 2005, the 7th and final destruction ceremony for Phase 1 was held in Angkor Chum District, Siem Reap Province.

For this ceremony, representatives from all 3 target provinces were invited. The development sub-projects were handed over to the local authorities at this event.
The District Governors also announced their "Gun-free Declaration"s, stating that their communities no longer had weapons and are transfered to peaceful societies.

3,430 small arms were destroyed at this ceremony.

Burning Weapons
Preparation of Destruction
The 6th weapons destruction ceremony was held in Angkor Chum District, Siem Reap Province on Mar 13, 2005. 1,408 small arms were burnt for 2 whole days and thus destroyed..

On Feb 3, 2005, the 5th weapons destruction ceremony was held in Serey Saophon, the Provincial Capital of Banteay Mean Chey Province. All of the 1,422 destroyed weapons were those collected through JSAC's WDP Project.

Safe Storage and Registration Project
New Weapons Storage Warehouse The reconstruction of weapon warehouses for the Provincial Police completed in Banteay Mean Chey Province and Otdar Mean Chey Province in Oct 2004, and Siem Reap Province in Sep 2005.

This project aims to secure public security by preventing leakages and illegal circulation of weapons.


The new warehouse, computer database software and equipment will enable secure and safe management of stockpiles.

Weapon Racks with Locks Stockpile small arms are now neatly positioned and securely locked in weapon racks in warehouses in the target areas.

Public Awareness Project

JSAC conducted a public awareness campaign on small arms on the occassion of UN Small Arms Day, July 9, 2005.

According to the new Arms Law in April 2005, the possession of small arms without permission would be illegal and punished. JSAC handed out leaflets explaining this with anti-gun stickers. Many questions were raised to JSAC about the Arms Law during this campaign, demonstrating their interest in this topic.

The sitckers were distributed and put on service vehicles such as cyclos and tuk-tuks in particular, so that the anti-gun messages will be seen widely by the public.

JSAC gave a session using video footage and inviting a weapon victim to share his story
to the children. The children learned about the dangers of small arms and were encouraged to share what they learned with their family members.

Billboard in Phnom Penh
"Say 'No' to Weapons"-
JSAC billboard was installed in front of the Phnom Penh Airport in Mar 2005. The billboard, with the picture of the girl in front of a wall with many bullet holes, catches the eye of many airport users and those who pass the national road to the provinces.



Billboards with the message "We no longer need weapons" were installed in all districts in Otdar Mean Chey and Banteay Mean Chey Provinces in Aug 2004. It is expected to attract much attention from the residents passing by, thus raising awareness on this issue.
