Grant Aid for Community Empowerment

Grant Aid for Community Empowerment is a new grant aid program begun in fiscal 2006 for supporting comprehensive capacity development of communities facing threats like poverty, hunger and disease. It is implemented by using local businesses, equipment and materials based on local specifications and design, in order to reduce costs. Beginning with projects for building schools in Senegal, Niger and Madagascar, JICS plans to provide all-round assistance for building roads, water supply facilities and other infrastructure components needed for community development in the future.

JICS' Role

Since fiscal 2006, when this grant aid program began, JICS has conducted procurement management of assistance, based on contracts with the governments of developing countries. Grant aid for community empowerment makes it possible to carry out assistance flexibly in accordance with local conditions but also demands attention to quality, thus requiring strong procurement management capabilities. As a procurement management agency, JICS supports the smooth and effective implementation of grant aid.
