Grant Aid
Grant aid is a form of assistance as part of the bilateral ODA whereby funds are provided to a developing country without repayment obligation.
The Grant aid is determined after the Government of Japan examines the feasibility based on the request from the developing country, and the Japanese cabinet approves it. After the approval, the Ministry of Foreign Affairs of Japan and the Japan International Cooperation Agency (JICA) divide and implement the programs according to the contents and nature of the Aid.
The major areas of assistance are Basic Human Needs (BHN) such as health, sanitation, water supply, primary and secondary education, and rural development as well as environment and the development of human resources. In recent years, conflict prevention and peace building, measures for antipersonnel mine clearance and anti-terrorism and anti-piracy have also been included in the assistance.
The Grant Aid is classified into 16 schemes according to the purposes and contents, and JICS has been involved in 8 of them. JICS, upon conclusion of contract with a recipient government, serves mainly as an "agent" and implements procurement agent services by managing and supervising the overall process related to construction of facilities and procurement of equipment.
