Technical Cooperation assists the human resources development, research and development, adoption of technology, and establishment of programs required for economic and social development in developing countries. The Japan International Cooperation Agency (JICA) plays a central role—for example, through the dispatch of experts, supply of necessary equipment, and implementation of human resource training in Japan—to help build up issue resolution capabilities and raise ownership in developing countries.

JICS has experience in providing support for the purchase of equipment, the dispatch of short-term assistance staff to JICA overseas offices to facilitate the smooth implementation of procurement operations, and the dispatch of experts.
