In Mongolia, where temperatures fall to minus 30 degrees Celsius in winter, power supplies are largely dependent on coals. Coal burning causes serious air pollution particularly in the capital, Ulaanbaatar, coupled with recent rapid population growth in the city.

In December 2009, the Government of Japan decided to implement the Project for Introduction of Clean Energy by Solar Electricity Generating System in Mongolia as part of the Cool Earth Partnership mechanism, the project which aimed to install a solar electricity generation system in Genghis Khan International Airport. Solar power generation is attracting attention as one form of renewable energy with great potential in Mongolia, because the average annual rainfall in the country is one-forth of that in Tokyo. Mongolia is rich in sunlight throughout the year.

In this project, JICS was in charge of the whole project management as the procurement agent of the Ministry of Roads and Transport of Mongolia. The installation of 443.52kW solar electricity generation system procured in the project was completed at the end of July 2012, and the system currently generates and provides electricity to the airport facilities as the first large-scaled grid-connected solar electricity generation system in Mongolia. On September 28, 2012, the handing-over ceremony was held with the presence of Deputy Minister of the Ministry of Roads and Transport Mr. Baasandorj Batzaya, Chief of Civil Aviation Authority Mongolia Mr. Sanjaajav Batmunkh, Japanese Ambassador Mr. Takenori Shimizu and Resident Representative of Japan International Cooperation Agency Mr. Toshinori Isogai. In the ceremony, Mongolian side expressed sincere gratitude to the Government of Japan as well as the people of Japan and showed its determination to promote renewable energy in the country.

The year 2012 marks the fortieth year after diplomatic relations between Japan and Mongolia were established. It is hoped that, through the project completed in this commemorative year, friendly ties between two countries will be further strengthened, and the diffusion of renewable energy will be accelerated.
