On February 11, 2010, the Government of Japan decided to provide a grant aid titled Introduction of Clean Energy by Solar Electricity Generation System to Pakistan as part of a new aid mechanism called Cool Earth Partnership Program. Purpose of this aid mechanism is to actively cooperate in the developing countries' effort to reduce greenhouse gas emissions, such as efforts to enhance energy efficiency.

JICS, as a procurement agent of the Planning Commission of Pakistan managed entire project. This Project was completed in the end of March 2012 and the handover ceremony was held with more than 100 participants on May 29, 2012 in Islamabad.

Then-Prime Minister at the time Syed Yousuf Raza Gillani attended the ceremony and appreciated the contributions by the Government of Japan and people of Japan and described the Project as a shining example of Pakistan-Japan friendship.

Since the country is facing serious energy shortages, the government is searching for recipe to bridge the demand-supply gap. It is expected to promote not only conventional energy resources but also renewable energy including solar, wind and biomass.

This Project is the first on-grid solar electricity generation system in Pakistan. The solar electricity generation system of 178.08kW was installed in parking area of Planning Commission of Pakistan and Pakistan Engineering Council respectively. The system is drawing people's attention because it is expected that this Project would be a model case for other similar projects in potential areas of solar energy all around the country.

Through this Project, JICS expects the enlightenment and diffusion of utilization of clean energy and to contribute to the development of the friendly relations between Pakistan and Japan.
