We appreciate a cooperation of Japan government and its great people

Dr. Wali M. Rasoali,
Deputy Minister, Public Works
ISLAMIC REPUBLIC OF AFGHANISTAN

Afghanistan is landlocked country with a large area widely spread across the mountainous terrain; roads are the principal means of transport. Much of Afghanistan's road infrastructure was destroyed or damaged during the more than two decades of conflict. Lack of recourses and capacity prevented maintenance, and has led to major deterioration and loss of infrastructure.

Japan's aid for rehabilitation of the section of the ring road between Kabul and Kandahar in 2003 was of great timely help. Japan not only provided funds for rehabilitation, but also provided the skilled man power needed in management in procurement process and contract administration. Japan is also rehabilitating the section of Kandahar Heart ring road. We are aware in spite of the worst security situation in this part of our country; the rehabilitation is being managed by the team of experts from Japan.

Japan has also contributed for the rehabilitation of Pulkhumri to Mazar-e-Shariff section of the ring road, and also has provided funds for the rehabilitation of Bamyan to Yakawlang in central Afghanistan.

MPW has been also benefited by the advice of experts/consultants made available by JICA, the experts provided has helped MPW in finalizing interim road standards. These standards are of immense help in uniformity in geometric of roads projects being carried out by various multinational institutions such as ADB, WB and by donor countries.

We are hopeful Japan government and its great people will continue help us in rebuilding our Nation. We are grateful to the people of Japan for their love and affection in these difficult times for the people of Afghanistan.
