Japan's Grant Aid for Community Empowerment for the Project for the Construction of Health and Social Promotion Centers in Burkina Faso

Burkina Faso is an inland country situated in the south of Sahara Desert. About 16 million people live in the land area which is 70% of that of Japan.

The poor infrastructure in the health and medical fields makes the children's death rate worse compared with the average children's death rate in the Sub-Sahara Africa.

The Japanese government expressed the commitment to the improvement of health services in Africa in various occasions, especially in the fourth Tokyo International Conference on African Development (TICAD IV), organized in May 2008. To embody this commitment, the Japanese government decided to extend the Project for the Construction of Health and Social Promotion Centers in the framework, and signed the Exchange of Notes on April 27, 2012.

This project's overriding goal is to improve the access to the primary health in the concerned area. This project consists of construction of 39 Heath and Social Promotion Centers to provide medical care, caring delivery/perinatal period, vaccination service, procurement of materials and equipment for medical care (examination table etc.), institutionalizing committee and technical assistance for training. Water is essential for Health and Social Promotion Centers to keep the hygiene and to execute the medical treatment. Therefore, if there is no existing water sources in the sites or in the vicinity, construction of the well is also planned.

JICS signed the Agent Agreement with the Ministry of Health of Burkina Faso and acts as the Agent of Burkina Faso Government. JICS as the Agent signs a construction supervision contract with Japanese Consultant and selects construction companies, well companies and supply companies through the tender. Each company will conduct work based on contract and JICS as the Agent will make a payment against progress situation and manage whole project until the end.

The number of Health and Social Promotion Center, which will be constructed in 4 regions, 10 districts, will be 39 in total. Each Center's treatment radius is expected to cover 5,000 to 8,500 people and contribute to increase the number of users of the basic health services through the improvement of the access to the primary health.

As soon as arrived in Burkina Faso, I recognized the lack of hospital and high costs of treatment fee. I hope that this project contributes to the improvement of the health and medical situation in Burkina Faso.

Negotiation to contract the Agent Agreement took some time. However, I recognized the seriousness of the Client (The Ministry of Health of Burkina Faso) seeing the attitude of checking the contents of the contract one by one.
